White House Ethics Deal Could Clear CLARITY Act Roadblock
According to reports cited by crypto analyst Dan Gambardello, the White House has agreed on an ethics package and sent the proposed language to Senate Republicans. However, the exact details of the agreement have not yet been made public. This development could help secure enough support for the bill to move forward.
The ethics issue became a major obstacle after Democrats raised concerns. Specifically, they worried that government officials could profit from crypto holdings or use their positions to promote digital assets.

However, Democrats have already secured several concessions during negotiations. These include stronger consumer protection provisions, an illicit finance framework, safeguards against FTX-style loopholes, insider trading protections and additional disclosure requirements.
Senate Vote Could Come Within Days
The timing is crucial for the CLARITY Act. The Senate must move quickly before Congress enters its August recess, with the window for passing the bill narrowing rapidly.
Gambardello said the new agreement could potentially clear the way for updated bill text and a Senate floor vote. The key decision now rests with Senate Majority Leader John Thune, who would be responsible for scheduling the vote.
If the new ethics language is strong enough to bring more Democrats on board, the bill could move from months of uncertainty to a Senate vote within days.
Patrick Witt Returns to Help Push the Bill
The developments also coincided with the return of Patrick Witt, a key digital asset policy adviser involved in the administration’s crypto agenda.
Witt had been expected to leave for mandatory military training as part of his service with the Georgia Army National Guard. However, he later confirmed that the training had been deferred. This allows him to remain involved in the effort to pass the CLARITY Act.
“For the past year, I’ve worked diligently to get the CLARITY Act passed,” Witt said, adding that he would remain committed to helping complete the effort.
David Sacks also noted Witt’s continued involvement, suggesting that the administration sees the legislation as a major priority.

The latest development comes as other major economies move quickly to establish clearer crypto regulations. Reports of Russia moving toward legalizing crypto for international trade and cross-border payments have added pressure on the United States.
